President of the Russian Federation Vladimir Putin has approved a list of instructions formulated based on the results of the Russian Energy Week International Forum held in Moscow on 15–17 October 2025. The purpose of the document is to implement key priorities of state energy policy and it covers issues related to the sustainable development of the fuel and energy complex, the modernization of the electric power industry, strategic planning, and infrastructure development.
The Government of the Russian Federation has been instructed to ensure the monitoring of the financial health of organizations in the coal industry and, if necessary, to adopt measures of state support to increase their economic efficiency and competitiveness. The Government will also have to submit proposals on the development of mechanisms that guarantee funding for the creation and upgrading of electric power infrastructure, including government support instruments. At the same time, initiatives will be developed to amend regulatory legal acts aimed at improving the efficiency of the electric power industry, with due account of the need to create market investment mechanisms, improve demand-side management for electricity and capacity, and optimize costs for industry players.
Another instruction concerns the approval of the Concept for the Development of Competitive Retail Markets for Electricity and Capacity. The list of instructions sets the task of determining the status of fuel and energy balances in the strategic planning system of the Russian Federation. Further, the Government has been instructed to ensure the development and approval of target fuel and energy balances for federal districts, as well as for the country as a whole, using digital solutions that ensure the most efficient use of fuel and energy resources in all constituent entities of the Russian Federation.
To support the digital transformation of the economy, the Government of the Russian Federation will submit proposals on the establishment of data processing centres in potentially energy-rich regions of the country. It will also consider the possibility of supplying these centres with electricity generated by coal and gas power plants that are operated using modern technologies, subject to compliance with environmental protection requirements. Particular attention will be paid to regions of the Russian Federation that have significant coal and natural gas reserves and are located remotely from transport infrastructure facilities. Prime Minister of the Russian Federation Mikhail Mishustin has been charged with ensuring the implementation of these instructions. The Government was separately instructed, along with the executive bodies of the Yamalo-Nenets Autonomous Area, to offer incentives for the development of hard-to-recover reserves in the Nadym-Pur-Taz region.
The Roscongress Foundation has been tasked with analysing and summarizing the final materials of Russian Energy Week International Forum 2025. The relevant report is due by 1 February 2026. Chairman of the Board of the Roscongress Foundation Alexander Stuglev has been appointed the person responsible for delivering the paper.
The approved list of instructions reflects the strategic decisions developed during the Forum and aims to create a sustainable, technologically advanced, and competitive energy system for the Russian Federation that is capable of achieving the country’s long-term socioeconomic development goals.
