«We are certainly pleased to once again welcome the leaders of major global companies, specialists, and industry experts to Moscow for a focused and meaningful dialogue on the development of the fuel and energy sector.
This dialogue is particularly important in the context of the rapid and profound changes taking place in the global market. This is exactly the stage that energy and service companies, suppliers and consumers of energy resources, and even entire countries are currently going through.»
President of the Russian Federation
Vladimir Putin
Dear friends,
I would like to cordially welcome all the participants and guests of this forum.
Over the past few years, the forum has rightfully become one of the most prominent international platforms for discussing current issues related to the fuel and energy industry. It is here that top managers of major companies and scientific institutes, as well as politicians and experts from Russia and other countries, evaluate development trends and prospects for the fuel and energy sector, exchange views on the technological challenges the industry faces, and consider problems related to environmental protection and climate change.
The theme of this year’s forum is The New Reality of Global Energy: Building the Future. Achievements that shape the future of both Russian and global energy will be presented during the business programme. There will be reports on the immediate and long-term priorities in the oil, gas, coal, and electric power industries. Participants will discuss strengthening Russia’s technological sovereignty and the digital transformation of the domestic fuel and energy sector.
As per tradition, forum participants will pay special attention to international energy cooperation. Despite the current geopolitical situation, this area of focus is actively evolving today. Economic growth, scientific and technological progress, and improvements to the quality of life of people around the world directly depend on effectively utilising the potential of this partnership.
I am certain that the recommendations developed during the Russian Energy Week and the agreements signed on the sidelines will help to strengthen cooperation in this strategic area and to build a prosperous future for our countries and nations.
I wish you all productive and successful work.
Vladimir Putin

“Rosatom can design, build, and produce equipment, commission, train personnel, provide maintenance and fuel, and operate a nuclear facility anywhere in the world. Our integrated approach has enabled us to become number one in the world in terms of the number of power units being built. It’s not just trade in raw materials. The knowledge and competence of Russian nuclear scientists in matters concerning high technologies is the focus of export demand. During Russian Energy Week, we not only want to present our best technologies, but discuss key challenges and global trends in the energy sector together with our partners and leading experts.”
Alexei Likhachev, General Director of Rosatom State Corporation
"The energy industry, the creation of new types of high-tech, energy efficient equipment, and development of innovative energy saving technologies are all issues on the agenda of each player in the the global energy resource market. The Russian Energy Week Forum serves as a platform for them to work together in finding solutions for these issues, topics that are priorities for the development of the Russian and international fuel and energy industry. I wish all of the participants a productive discussion touching on all of the industry’s strategically crucial topics."

“The fuel and energy sectors are the driving force behind economic growth and create the necessary conditions for human development and the improvement of people’s quality of life. Therefore, the energy sector must remain above politics and independent of geopolitical trends”
Anton KobyakovAdviser to the President of the Russian Federation, Executive Secretary of the REW Organizing Committee
“Traditionally, the highlight of REW 2025 was the President’s keynote address at the plenary session of the Forum. Once again, it was underscored that the future of Russian energy is rooted in a balanced diversification of energy resources, which guarantees the smooth functioning of both the economy and social infrastructure across all regions of our country. Another vital focus continues to be the fulfillment of Russia's obligations on international energy markets. Today, it is impossible to operate in external markets without us.”
Evgeny GrabchakDeputy Minister of Energy of the Russian Federation
“Russian Energy Week is a landmark event that takes place during a special period: on the one hand, it occurs at the year’s end, and on the other, during the critical autumn-winter period for energy professionals. This provides a unique opportunity not only to sum up the results and evaluate changes from the previous year, but also to generate new ideas and approaches together with colleagues. Our main task is to discuss how to confidently overcome upcoming periods of strain, advance the industry, and, most importantly, ensure a reliable energy supply for both the economy and the population.”
Sergei SobyaninMayor of Moscow
“We have increased the city’s lighting by 1.5 times, making Moscow one of the most illuminated cities in the world, visible even from space. At the same time, the additional energy costs were zero. In other words, we consume the same amount of electricity for city lighting as we did ten years ago. Today, we have enhanced illumination by 1.5 times without incurring additional energy capacity costs. This makes the city more convenient for both residents and businesses.”
Sergey TsivilevMinister of Energy of the Russian Federation
«Russia is a great energy power, and it is energy that shapes the future growth of our nation. We face a significant challenge – to prepare 300,000 skilled professionals for the fuel and energy sector by 2030. We are interested in well-educated, motivated, and responsible specialists. Currently, more than 500 engineering classes have been established by energy companies, training around 10,500 children. The Russian engineering school is a globally recognized brand and one of the critical factors driving our technological leadership. We will continue to develop this brand in a consistent manner.»
Alexey Likhachev, Director General, State Atomic Energy Corporation ROSATOM
“Throughout its 80-year history, the Russian nuclear industry has successfully developed a complete range of competencies in nuclear energy – from design and construction to decommissioning, from uranium extraction to the reprocessing of spent nuclear fuel. In total, 111 nuclear power units have been built both domestically and internationally based on Soviet and later Russian designs.
Today, as nuclear energy is increasingly viewed as an essential component of the global energy balance of the future, Russia’s leadership in developing new projects in small-scale nuclear generation and fourth-generation energy systems is stronger than ever. We intend to further consolidate these positions, ensuring the energy and environmental security of the Russian Federation and maintaining our country’s leadership in the global expansion of nuclear technologies”
Andrey RyuminGeneral Director, Chairman of the Management Board, Rosseti
“Many experts believe that we are entering the 'electricity era.' One of the key factors driving electricity consumption is the construction of powerful data centers. The development of cities and urban agglomerations, digitalization of the population, and the rapid growth of electric transportation are also of great significance. These global trends are highly relevant for our country as well.”

Today, the priority is not just mastering knowledge, but the capacity to learn swiftly and implement it amid technological competition. We observe a significant change: students and young professionals are now creating solutions close to industrial deployment. Skills such as systemic thinking, flexibility, and engineering courage are becoming the foundation for the sector’s workforce modernization.”
Pavel SorokinFirst Deputy Minister of Energy of the Russian Federation
“In recent years, we have significantly increased polymer production – nearly four times, and we see further growth potential. It is essential for us to process valuable fractions within our country and turn them into high-value products. To achieve this, we need stable conditions, our own technologies, and investment incentives.”
