Russia–China Energy Alliance: Prospects and Challenges

Modern Russian-Chinese relations are officially described by both sides as a comprehensive partnership entering a new era. The fuel and energy sector holds a special place within this partnership. Russia and China share common views on promoting the sustainable development of global energy and are actively expanding trade, largely built on supplies of oil, coal, and natural gas. In addition, the two countries are developing joint projects in nuclear, renewable, and hydrogen energy. For China, cooperation with Russia helps diversify energy imports and strengthen energy security for its growing economy. For Russia, cooperation with China creates opportunities to develop its economy and domestic energy sector by attracting foreign investment.

Which areas of Russia–China energy cooperation are currently most relevant? Have Russian-Chinese relations reached the level of development made possible by the countries’ geographic proximity and economic potential? What is needed to strengthen cooperation in the energy sector? Could China, through domestic energy projects, shift from being an energy importer to an exporter, and is there potential for competition between the two countries in global energy markets?

Energy Statistics: A Step Toward Digital Maturity in the Fuel and Energy Sector

Today, data underpins decision-making and strategic planning at every level of management, both in government and in the corporate sector. In a rapidly changing world driven by digital technologies, the speed of information exchange, along with the consistency and comparability of data, is especially valuable. To improve the efficiency of working with statistical data, it is important to establish a single submission format based on a “one-stop” principle and a unified approach, ensuring clear interpretation and data connectivity through meta-models that align official statistics with industry-specific data.

Can energy statistics and official statistics “speak the same language”? What initial steps are necessary to ensure their effective integration? How can the reporting burden on respondents be reduced without sacrificing data quality and completeness? Are energy balances an effective tool for analyzing energy sector development, or merely an additional burden for regions? Digital platforms for the fuel and energy sector: is the professional community ready to collaborate?

Industry Standardization as a Tool for Advancing Technological Leadership

The New Nuclear and Energy Technologies national project aims to achieve technological sovereignty by creating domestic products to replace imports. Within this framework, the Government of the Russian Federation, together with oil and gas companies and domestic manufacturers, is carrying out large-scale efforts to substitute foreign components with Russian-made equivalents and stimulate their production inside the country. Given the high dependence on imported equipment built to foreign industry standards, the non-profit organization INTI serves as a sectoral centre of expertise and an analytical platform supporting technological sovereignty in the oil and gas sector. It helps Russian manufacturers not only design products that meet the industry’s actual needs but also move quickly from development to adoption in the production processes of oil and gas companies. Engineering institutes play a crucial role in implementing and integrating these new solutions in line with the required specifications for oil and gas projects.

What mechanisms under the national project help accelerate technology transfer in the energy sector? How do industry standardization tools, testing, and certification support the scaling of solutions in procurement processes? What are the best examples of newly designed spare parts and equipment for Russia’s oil and gas industry that have already been implemented? What role do engineering institutes play in creating new domestic equipment? What are the main obstacles facing Russian engineering in spare parts and new equipment (such as gaps between research and production, long development timelines, and switching to equipment from friendly countries)?

Round table "NTS UES: The Russian Electric Power industry – safe operation and effective development"

Safe and efficient development of Russia’s electric power industry is possible only through large-scale modernization and advancement of thermal power generation, nuclear power plants, hydropower plants, pumped storage plants, distributed generation, and renewable energy sources, while also addressing environmental issues and workforce training. It is equally important to improve regulatory and technical documentation and to develop new standards. One of the most urgent challenges is import substitution in energy equipment. The Russian power sector faces the task of ensuring technological sovereignty and building sufficient expertise in all critical areas. The discussion will focus on the main directions for safe and effective development of the electric power sector, new technologies, the transition to digital power systems, modernization of thermal generation, distributed generation, renewable and nuclear energy, improvement of regulatory and technical documentation, development of standards, workforce training, and other key issues. Leading scientists and industry specialists will take part in the round table.

How can trade relations in the electricity market be improved? How can power systems and transformers be protected from geomagnetic currents and the effects of solar storms? What are the best ways to extend the operational life of existing thermal power plant units? What forms of state support are available for renewable energy and distributed generation? How can energy storage systems be applied effectively? How can the challenges of import substitution in information technologies be overcome? How relevant is the creation of a high-efficiency gas–fuel oil combined cycle unit (SSKP) in Russia?
